Rex Duncan serves as Finance Commissioner and Mayor Pro Tem
on the Du Quoin City Council. In that role he oversees administrative
and financial assets of the City. He works closely with Mayor
Rednour and City Administrator Bastien to ensure that City finances
are stable and well-managed. In the absence of the Mayor, Rex
serves as interim mayor. Prior to his current position, he served
six years as Water and Sewer Commissioner and, from 2000 to
2003 as City Clerk and Budget Director. In the 1990's, Rex chaired
the Zoning Planning Committee and helped write the first zoning
ordinances for the City.
During the day, he works as Director of Community Development
and Outreach at Southern Illinois University. He is the University's
liaison to Connect SI, a 20-county regional economic and community
development initiative housed under the Office of the President
of Southern Illinois University. Rex is the President of the
Board of Directors of the Connect SI Foundation.
He also serves as President of the Board of Directors of Champion
Community Investments, a 501(c)(3), not-for-profit corporation
providing community development in five southern Illinois counties.
That organization now supports a multi-million dollar effort
to provide low-interest loans to regional businesses.
A 1972 graduate of Du Quoin High School, he holds a Bachelor
of Science degree in Business from Eastern Illinois University
and a Master of Science degree in Education from Southern Illinois
University Carbondale. He and his wife Linda reside on Blackburn
Street.
